释义	防军清朝兵制，正规常备军为八旗兵、绿营兵，因其久已腐败，有事多临时募勇成军以应急需，事定即行解散。咸丰、同治年间镇压太平天国和捻军起义的湘军、淮军，皆属勇营，事后并未全部解散，以勇营留防于各地者，兵饷高于绿营，称为防军。防军清末驻防地方之军队。始于咸丰、同治年间。清制以八旗、绿营为经制之师；有事暂募者，称乡勇或勇营，旋募旋散，亦无定制，人数多寡不一。咸丰二年（1852）后为镇压太平天囯，防范人民起义，各省多募乡勇以控制地方。曾国藩练湘勇，定湘军营哨之制，李鸿章淮勇及左宗棠所部楚勇，遂相继建立。军事稍定，各省险要悉以勇营留防，防军之称始此。后绿营形同虚设，屡加裁汰。至光绪末年，各省卫戍之责遂专属于防军练勇，旋改为巡防队。
